Gimme shelter: Keeping homeless warm in a blizzard is easier said than done

One of the first things Ivan Sullivan did after he woke up at 6 a.m. on Saturday, Jan. 24, at the Cold Weather Shelter in Westminster, was to rush to the window. There, his fears were confirmed: Snow from Winter Storm Jonas had been falling overnight turning the shelter parking lot at 127 Stoner Avenue and the road into a solid expanse of snow.
The Cold Weather Shelter, operated by Human Services Programs of Carroll County Inc., is only designed for people staying overnight, not during the day, according to Corina Canon, director of shelter and housing there.
