Overview of the HIV Planning Group and Commission

Formerly the Baltimore City Commission on HIV/AIDS (2002), the Baltimore City HIV Planning Group and Commission (HPG) is the official HIV prevention planning body for the City of Baltimore.  The restructured and repurposed HPG was sworn in on November 5, 2014, by Mayor Stephanie Rawlings-Blake. 

The HPG is composed of key stakeholders directly involved in the continuum of HIV care, including representatives from charitable foundations, business, faith and recovery communities, community-based organizations, universities, the criminal justice system, HIV infected/affected persons, physicians, and prevention, treatment, and mental health providers. In alignment with the goals of the National HIV/AIDS Strategy, the HPG is entrusted with providing guidance on HIV prevention activities for the City.  This includes:

  • Identifying gaps in current HIV prevention services
  • Engaging in a result-oriented process to identify strategies to reduce the HIV burden in at-risk populations
  • Providing policy recommendations and guidance on efficient and effective HIV prevention interventions to address gaps
  • Providing leadership in developing, implementing, and monitoring the strategic plan for addressing HIV/AIDS issues in the City

Work Groups 

  • Corrections – coordinates and streamlines the roles of the Department of Public Safety and Correctional Services, Baltimore City Health Department, and Department of Health and Mental Hygiene to optimally address HIV prevention in correctional facilities
  • Faith – rallies the faith community to serve as a voice in the fight against stigma and discrimination, as well as lead in HIV prevention efforts
    • One of its goals is to produce a unified list of ministries that can be accessible to those living with HIV in order to serve them better
    • To be included in the Faith Ministry Resource Guide, complete the following Faith Ministry Resource Form
  • PrEP – creates best practices regarding the implementation of Pre-Exposure Prophylaxis (PrEP) as an HIV prevention measure 
  • Youth – guides HIV prevention efforts directed toward the youth population 
  • Administrative Work Groups:
    • Billing and Reimbursement - focuses on the issues regarding billing and reimbursement for HIV and STD testing
    • Bylaws – serves as a body of knowledge for issues regarding the HPG's bylaws
