Levels of Care
The Levels of Care for Baltimore City Hospitals Responding to the Opioid Epidemic is an initiative that provides a shared, evidence-based framework for hospitals to implement best practices in addressing the crisis. Baltimore City hospitals are assessed based on various evidence-based criteria, such as a hospital's ability to provide treatment to patients who screen positive for substance use disorder, distribute naloxone, connect patients with peer support services or other forms of assistance, and ensure responsible opioid prescribing practices among physicians. Medication-Assisted Treatment (MAT) Providers
Opioid Treatment Services (OTPs) are hospital and community-based substance use treatment programs that provide medication-assisted treatment (MAT), counseling and behavioral therapy to people experiencing opioid use disorders. OTPs are certified by the Substance Abuse and Mental Health Services Administration (SAMHSA), accredited by an independent entity and licensed by the Maryland Behavioral Health Administration (BHA).
The Buprenorphine Practitioner Locator is a list of practitioners who previously held a DATA-2000 waiver to prescribe buprenorphine for the treatment of opioid use disorder (OUD). The Consolidated Appropriations Act, 2023 eliminated the waiver and extended the ability to prescribe buprenorphine for the treatment of OUD to all practitioners with DEA Schedules II-V on their DEA Registration.
Healthcare on the Spot is an integrated health team established in 2018 through a public-private partnership between the Johns Hopkins University School of Medicine and the Baltimore City Health Department. The Spot mobile clinic team provides free, low-barrier, integrated healthcare in communities affected by overdose. All patients are seen, regardless of insurance. The team offers confidential services such as: - low-barrier buprenorphine treatment - STI/HIV testing and treatment - PrEP and PEP for HIV prevention - Hepatitis C testing and treatment - Buprenorphine - Wound care - Case management. Peer Recovery Services
The Community Peer Project (CPP) provides one-on-one peer support, outreach, and linkages to services. All calls are answered 24/7 by Maryland Certified Peer Recovery Specialists, who provide care linkages and follow-ups to resources and supports for individuals seeing assistance within Baltimore City.
