Overdose Prevention Team
Each local jurisdiction in Maryland is required to maintain an Overdose Prevention Team (OPT), which works to promote multidisciplinary collaboration to expand substance use-related support. Learn more about Overdose Prevention Teams here.
The Baltimore City Overdose Prevention Team is chaired by the Baltimore City Health Department and co-chaired by Behavioral Health System Baltimore (BHSB). Members include representatives from healthcare systems, community-based organizations, government agencies, businesses, and residents from across the city. OPT meetings comply with the open meetings act.

Overdose Fatality Review Team
The Baltimore City Overdose Fatality Review (OFR) Team examines individual cases of overdose fatality and reviews the victims’ interactions with systems and agencies in the city to make recommendations for changes in policy and practices that can prevent future overdose deaths. OFR Team meetings are closed to the public.

Behavioral Health System Baltimore (BHSB)
Behavioral Health System Baltimore, Inc. is a nonprofit organization tasked by Baltimore City to perform the function of managing Baltimore City’s behavioral health system—the system of care that addresses emotional health and well-being and provides services for individuals with substance use and mental health disorders.
Maryland Behavioral Health Administration (BHA)
The Behavioral Health Administration, as part of the Maryland Department of Health, oversees inpatient and community behavioral health services to help Marylanders with mental health, substance use disorders and more.
