Executive Order Issued By Mayor Brandon Scott

On August 29, 2024, Mayor Scott released an Executive Order establishing the City’s approach to managing the restitution funds received. The Executive Order states that the City will publish the following key documents to ensure restitution funds are used in a manner that supports the City’s coordinated efforts and addresses the hardships of the opioid crisis:

• A comprehensive city-wide overdose reduction strategy based on evidence at least once every two years.
• A substance use community needs assessment at least once every two years.
• A plan for robust and ongoing community engagement at least once every two years.
• A transparency and accountability plan at least once every two years. The plan will include a public-facing dashboard that provides information on programs receiving funds at least annually.
• An annual report submitted to the Mayor and City Council on funded programs and program performance.

Needs Assessment

This needs assessment was developed and conducted by the Baltimore City Health Department with support from representatives of the Baltimore City Mayor’s Office of Overdose Response and Behavioral Health Systems of Baltimore. The needs assessment is intended to describe the epidemiological trends and provider and community member perspectives to identify opportunities to address service gaps and support services. The intended audience of the needs assessment includes decision makers, community-based organizations, City residents, and academic partners. Information from the Needs Assessment can also be found on the Baltimore City Health Department Overdose Dashboard. The Baltimore City Overdose Dashboard will include additional data and will be updated regularly.
